The Land and Water Conservation Fund (LWCF) and
Urban Park and Recreation Recovery Program (UPARR)

 

What Are the LWCF and UPARR?

These programs provide crucial funding to states and urban communities for the purpose of planning and creating new parks and rehabilitating existing recreation facilities. Historically, the LWCF and UPARR have been credited with supporting the development of over 7,000 soccer fields across the country.

Since its inception in 1964, the LWCF has helped communities develop more than 40,000 state and local park and recreation projects, including over 7,000 public soccer fields nationwide.  The LWCF includes two components—a federal program and a state matching grant program. The state grant program in particular has the potential to be extremely valuable to the soccer community as it funds the planning and development of public parks and recreation areas in states and local communities.

UPARR was created in 1978 and provides competitive grants to urban localities for the renovation of critically needed city parks. UPARR provides competitive federal assistance to urban localities for the rehabilitation of existing (and critically needed) recreation facilities.

    The U.S. Soccer Foundation enthusiastically supports the Land and Water Conservation Fund (LWCF) and Urban Park and Recreation Recovery Program (UPARR) because both help address the growing need for more places to play the game of soccer. Recently, the Foundation provided testimony to the Committee on Appropriations in both the U.S House of Representatives and the Senate on these important issues.
